On November 24, 2021, the VII International Scientific and Practical Conference of the International Network AML/CFT Institute was opened. The event was attended by Deputy Prime Minister of the Russian Federation D. Chernyshenko, Director of the Federal Financial Monitoring Service Yu. Chikhanchin, Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation N. Zhuravlev, representatives of the Ministry of Education and Science of Russia, Rector of the Peoples' Friendship University of Russia O. Yastrebov, rectors of financial universities, as well as Russian and foreign financial security experts.

During the visit, Dmitry Chernyshenko got acquainted with the developments of the "NEVOD" Scientific and Educational Center and welcomed the organizers and guests of the VII International Scientific and Practical Conference of the International Network AML/CFT Institute entitled "Threats and Risks of Financial Security in the Context of Digital Transformation".

In his welcome speech, Dmitry Chernyshenko noted that digital transformation is one of the 5 national goals stated by the President of the Russian Federation Vladimir Putin. In parallel with the creation of new convenient services for citizens and businesses, it is necessary to monitor risks and prevent cyber-attacks.

"Our task is to secure citizens and the State from information threats. Today, it is science and the latest technologies that safeguard personal data, protect against cyber threats and address financial security issues. The development of reliable information systems guarantees us the transparency and stability of the global and national financial systems. The focus is on the financial security of an individual in the context of globalization and digitalization. It is necessary to teach the young generation the basics of financial literacy," he said.

At the conference, Director of Rosfinmonitoring Yury Chikhanchin suggested creating a special digital platform to increase the financial literacy of young people.

"In the era of digitalization, it is impossible to do without the use of innovative technologies and services, including in education. Therefore, an important task is to unite the potential of government agencies, educational and scientific communities, as well as industrial partners to launch digital multifunctional tools for working with youth and teaching financial literacy. To this end, we suggest the creation of a "Sodruzhestvo" digital platform, which will become a unified educational space. It will expand access to knowledge for young people, provide an opportunity for self-training and personal fulfilment," added Yu. Chikhanchin.

"The "Sodruzhestvo" digital educational platform will provide a unified educational space in the field of financial security in the Russian Federation, as well as in Russia's AML/CFT partner countries, including support for pupils and students in the periods between the Olympiads; support for the Olympiad project center located at the "Sirius" federal territory; organization of chats, lecture courses, discussion platforms; operation of supranational research laboratories, research and educational and project financial security centers."

According to O. Yastrebov, Rector of the Peoples' Friendship University of Russia, they are ready to provide a supercomputer for hosting the platform, the capacity of which is sufficient to handle BIGDATA of any scale.

"I consider the creation of the platform to be a correct and timely initiative. This is one of the most important decisions taken at the conference. In order to launch the platform as soon as possible, the Government, together with Rosfinmonitoring, the Central Bank, systemically important banks and other stakeholders will hold a kick-off meeting at the Coordination Center in the near future," said Dmitry Chernyshenko.

The Deputy Prime Minister emphasized that a lot of work on improving financial literacy of young people had already been carried out as part of the first International Financial Security Olympiad organized on the initiative of the President of the Russian Federation. He also noted the significant contribution of Rosfinmonitoring and personally the head of the agency, Yury Chikhanchin, to its implementation.

"This year Rosfinmonitoring is celebrating its 20th anniversary. And for 17 of those years our university has been implementing the educational and research agenda in the AML/CFT sphere together with the Service. Cyber security is one of the strategic areas of the NRNU MEPhI's activity and it is declared in the "Prioritet 2030" strategic project. All participants of the conference plenary session noted the special significance of this topic, which, I am sure, will help consolidate the university's contribution to ensuring national security in its digital dimension," said V. Shevchenko, Acting Rector of the National Research Nuclear University MEPhI.
