On October 8, 2021, the first International Financial Security Olympiad, organized in accordance with the Order of the President of the Russian Federation Vladimir Putin, ended in Sochi.

The Olympiad was officially closed by D. Chernyshenko, Head of the Organizing Committee and Deputy Prime Minister of the Russian Federation, who personally presented the awards to the winners and prizewinners among students in the "Economics, Finance and Credit, Economic Security" category.

The awarding ceremony was also attended by the Head of the “Talent and Success” Foundation E. Shmeleva, Minister of Science and Higher Education V. Falkov, Deputy Plenipotentiary Representative of the President of the Russian Federation in the Southern Federal District V. Gurba, Rector of the Peoples' Friendship University of Russia O. Yastrebov, as well as by the representatives of the Ministry of Education of the Russian Federation and Bank of Russia, etc.

Overall, 122 pupils and students from Russia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan became winners and prizewinners of the International Financial Security Olympiad.

The qualifying stage was held at educational and research centers that are participants of the International Network AML/CFT Institute. It was attended by 31,000 pupils and students from seven countries. Five hundred participants got through to the final round.

The winners and prizewinners from among pupils will receive the right of priority admission to higher education institutions, and students – promising employment places.

Following the results of the final meeting of the Organizing Committee D. Chernyshenko announced that the question related to holding the International Financial Security Olympiad on an annual basis at the “Sirius” federal territory in the city of Sochi should be worked out.

During the week, 21 panel discussions and 2 role-playing games were held on the margins of the Olympiad.

The series of meetings with pupils and students opened with a conversation with A. Seryshev, Aide to the President of the Russian Federation on Issues of Civil Service and Personnel Policy, and Yu. Chikhanchin, Director of the Federal Financial Monitoring Service, on the topic "The starting point for a successful career is personal financial security and literacy". The pupils and students received answers to the most relevant questions: from personal experience stories and advice on how to make the right choice in life to advice on whether it is worthwhile to invest money in cryptocurrency. The history of the Russian financial system – from the FATF “black list” to the present day, when Russia has managed to confirm its consistency in the fight against illegal financial transactions.

Each day's questions and answers demonstrated the participants a new level of financial security, from personal to international.

Experts from Rosfinmonitoring, the Bank of Russia, member states of the CIS Council of Heads of Financial Intelligence Units, universities of the International Network AML/CFT Institute, representatives of state corporations, banks and the private sector answered the questions of the participants.

Students and pupils were especially interested in professional perspectives: what to study to succeed in 2030 and, of course, what financial intelligence is.

During the "Invisible work with tangible results. What it takes to become a financial intelligence officer" panel discussion, potential staff members received advice from Rosfinmonitoring's Human Resources and Anti-Corruption Department.

On the margins of the International Financial Security Olympiad, there was organized an "Education and Career" exhibition, which presented the leading universities of the country - members of the International Network AML/CFT Institute. These educational institutions had become platforms for conducting the Olympiad qualifying stage.

At the exhibition stands pupils participating in the Olympiad could choose university for admission, and students – university for getting additional education.

Part of the exposition offered an opportunity to get more detailed information about the activities of Rosfinmonitoring, which initiated the International Financial Security Olympiad, not only as a potential employer for participants, but also as a coordinator of the anti-money laundering system in Russia: in particular, to immerse themselves into the history of how the national financial system has evolved in the fight for transparency – from the “black list” of financially unreliable countries to the top five most efficient AML/CFT systems in the world.

The main event became a conduct of real financial investigation using the “Graphus” platform specially developed by the P. Lebedev Physical Institute of the Russian Academy of Sciences for the purpose of financial security training. Six teams participated in the “Graphus” competition: 4 student and 2 school teams. The school team won.

In conditions close to real ones, the participants were able to feel like real financial intelligence officers.

The “Graphus” game platform was developed by experts of Rosfinmonitoring, the International Training and Methodology Centre for Financial Monitoring and the Physical Institute for Training and Conducting Financial Security Competitions. This system provides an easy-to-understand interface for financial investigation simulation, which enables quick creation of game cases and functionality for solving them.

The “Graphus” system allows evaluating the results and performance of participants in real time, as well as collecting statistics of requests. Viewers can see an online scoreboard with a ranked list of all game participants. The system also features analytical sessions that allow applying artificial intelligence algorithms and evaluating their effectiveness with the use of model data.

On October 7-8, a role-playing game was held for the participants of the International Financial Security Olympiad – a training criminal case on money laundering. Through the example of the popular movie "The Diamond Arm" the participants received an opportunity to immerse themselves into the atmosphere of a jury trial, during which they considered the criminal case against the members of a cross-border organized criminal group, involved in smuggling of precious metals and stones, jewellery and antiques, as well as in the legalization of criminal proceeds on a particularly large scale. The crimes screened in the movie were considered (part 4 of Article 174.1, part 3 of Article 226.1, part 3 of Article 30 and clauses "zh" and "k" of part 2 of Article 105 of the Criminal Code of the Russian Federation, part 3 of Article 30 and clause "a" of part 3 of Article 111 of the Criminal Code of the Russian Federation  (2 episodes)).

The International Financial Security Olympiad is aimed at:

  • Increasing general information, financial and legal literacy of young people, developing a new form of thinking and a new format of activity, identifying talented pupils and students in the area of financial security;
  • Creating conditions for individual educational trajectory, providing vocational guidance to pupils and students for developing the financial security system personnel resources;
  • Stimulating learning, cognitive and research activities of pupils and students, developing scientific knowledge in the field of financial security;
  • Forming a unified educational, research and, in the future, information space in the field of financial security.
