The first meeting of the AML/CFT Training and Research Advisory Board of the Interagency Committee for Combating Money Laundering and the Financing of Terrorism and Proliferation (TRAB) was held on September 18, 2019 at Rosfinmonitoring.
The rationale behind the TRAB establishment was to promote cooperation between interested state authorities and other government bodies, the banking community, universities and scientific organizations in training AML/CFT personnel for the national system.
TRAB's main objective lies in addressing issues pertaining to the creation of a common AML/CFT educational, intellectual, economic and cultural framework.
As noted in his speech by Rosfinmonitoring Deputy Director and TRAB Chairman V I. Glotov, the creation of TRAB represents the first attempt to combine the efforts of civil and industry universities in the training of AML/CFT/PF personnel based on the experience and the strong relationship between education and science.
Representatives of the Executive Office of the Russian President, ministries and departments, law enforcement agencies, civil and industry universities gathered at Rosfinmonitoring to determine the cooperation formats to be used in tackling these challenges.

Y A. Chikhanchin, Rosfinmonitoring director and chairman of the Interagency Committee for Combating Money Laundering and the Financing of Terrorism and Proliferation, thanked participants of the meeting for their support in creating the AML/CFT Training and Research Advisory Board.
Y A. Chikhanchin:
"Our focus area is characterized by its diversity and the need to tackle multiple challenges that require a rapid change in approaches in response to the emergence of new risks, including of regional and sectoral nature. The success of the efforts to develop and introduce a new academic discipline in universities specializing in the training of AML/CFT personnel depends on the support from the Executive Office of the Russian President, the Ministry of Science and Higher Education and the Finance Ministry".
Among other speakers at the meeting were Director of the International Network AML/CFT Institute V V. Ovchinnikov and Director of Lebedev Physical Institute N N. Kolachevsky. Representatives of the National Research Nuclear University MEPhI and the Financial University under the Government of the Russian Federation spoke about the challenges to AML/CFT/PF personnel training and existing cooperation with universities affiliated with various security agencies.
Vice President of the Russian Academy of Sciences T Y. Khabrieva spoke in favour of the TRAB creation:
"We’re in a situation where we need to develop a common approach to AML/CFT/PF while marshalling and leveraging all available resources to address this challenge"
The Ministry of Science and Higher Education's support and willingness to work together was conveyed by the head of the Department of Strategic Development of Higher Education, E A. Shkabura.
Participants of the first TRAB meeting expressed their support for the decision to develop a TRAB Vision based on the ideas articulated in his speech by Rosfinmonitoring Director Y A.
The topic discussed at the TRAB meeting is extremely relevant today. Russia's AML/CFT system is in need of top professionals capable of operating in evolving conditions. At the same time, only by combining the efforts of ministries and departments, state and law enforcement agencies, the scientific and banking community and higher education institutions that are already represented at TRAB or will become involved later can we staff Russia's AML/CFT system with true professionals.
