On November 12-14, 2018 the IV International Scientific and Practical Conference "Crypto Economy Era: New ML/TF Challenges and RegTech" was held in Moscow. The Conference facilitators were the International Training and Methodology Centre for Financial Monitoring (ITMCFM), Lebedev Physical Institute of the Russian Academy of Sciences (LPI) and National Research Nuclear University MEPhI.
The Forum was attended by over 500 representatives of delegations of national financial intelligence units, universities and scientific institutions of EAG, CIS, BRICS states, and representatives of state authorities, financial and non-financial organizations of Russia. The core theme of the conference was devoted to the issues formulated in the Order of the President of the Russian Federation Pr.№2037 of 05.10.2017 on the development, creation and application of modern software and hardware in the field of regulation and analysis of financial flows, innovative tools for improving the financial monitoring system based on the use of artificial intelligence, regulatory and blockchain technologies, primarily in the field of crypto assets.
In the first day of the Forum at the LPI the participants were addressed by the Director of Rosfinmonitoring Yu. Chikhanchin, Aide to the President of the Russian Federation А. Seryshev, Minister of Science and Higher Education of the Russian Federation M.Kotyukov, Chairman of the Budget and Financial Markets Committee at the Federation Council S.Ryabukhin, First Deputy Chairman of the State Duma's Financial Market Committee I.Divinsky, Academician of the Russian Academy of Sciences, Member of the RAS Presidium G. Mesyats, First Secretary of the Trade Wing in Embassy of India in Russia Mrs. Vrindaba Laxmansinh Gohil.
Director of the Lebedev Physics Institute of the Russian Academy of Sciences, corresponding member of the Russian Academy of Sciences N. Kolachevsky informed that the LPI for the second time gathers the representatives of state bodies, scientific organizations, higher educational institutions, foreign colleagues, students and graduate students with the aim to find responses to the AML/CFT challenges facing Russia and the international community. The LPI Director stressed that all participants of the Forum are united by the task formulated in the order of the President of the Russian Federation on the application of modern capabilities of artificial intelligence in the field of regulation and analysis of both internal and cross-border financial flows.
The LPI and MEPhI held thematic sections, a student forum "Digital Economy in the Context of National Security" and sports competitions among students.
Jointly with the the President’s Executive Office, a scientific and practical seminar "Combating Corruption as a Factor of Stable Economic Development" was held. The participants were welcomed by the Rector of the NRNU MEPhI M. Strikhanov and Deputy Director of Rosfinmonitoring V. Glotov. The event, along with senior officials of federal agencies, educational and scientific organizations, was attended by representatives of important state corporations - industrial partners of the International Network Institute: Rostec, Rosseti, RZD, Roscosmos, Aeroflot, etc. On behalf of the President’s Executive Office the referent of Anti-Corruption Department of the Presidential Administration of the Russian Federation Vladimir Belinsky reported on responsibility of legal entities for violation of requirements of anti-corruption legislation. The second part of the workshop was in the format of a round table, where representatives of organizations and state corporations continued to discuss topical issues of anti-corruption legislation.
The conference ended on November 14 at the LPI premises with outlining the results of the Forum.
