A meeting to discuss preparations for the FATF fourth round of AML/CFT mutual evaluations was held in the Siberian Federal District

March 28, 2018 – A joint meeting, chaired by S. Menyailo, plenipotentiary representative of the Russian President in the Siberian Federal District, to discuss preparations for the FATF fourth round of mutual evaluations, was held via videoconferencing from the Kemerovo studio. 

Representatives of law enforcement and supervisory bodies of the Siberian Federal District participated in the event.

Special attention was paid to the following topics:

  • Approaches to the national risk assessment of legalization (laundering) of proceeds of crime and financing of terrorism;
  • Identification of risks in the VFD and measures for mitigation;
  • Problematic issues of countering the financing of terrorism;
  • Issues of organizing control and supervision in AML/CFT and working with the private sector;

During the meeting, the interim findings of the national ML/TF risk assessment (including information on the identified threats, vulnerabilities and risks, as well as mitigating measures) were discussed at sectional meetings with representatives of the supervisory bodies of the Siberian Federal district and at the off-site meeting of the Compliance Council.

The discussion was also joined by P. Livadnyy, State Secretary and Deputy Director of Rosfinmonitoring, and G. Bobrysheva, Deputy Director of Rosfinmonitoring.  

The meeting started with the participants' tribute to the memory of the victims of the fire at the "Zimnaya Vishnya" mall in Kemerovo.

During the meeting, participants noted the work carried out by the Interagency Working Group on Combating Illegal Transactions, overseen by the plenipotentiary representative. "The consolidation of our joint efforts has allowed us to achieve some good results, while further progress in preparations for the FATF evaluations also requires the coordination of efforts by supervisors and law enforcement. The joint action will enable us to meet the objectives set by the Russian President and greatly improve the effectiveness of the country's AML/CFT framework," said S. Menyailo.
