On December 4-8, 2017, the training program "Legal framework for regulating blockchain technologies", organized by the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation was attended by the State Secretary – Deputy Director of Federal Financial Monitoring Service Pavel Livadny and Head of Rosfinmonitoring Legal Department Herman Neglyad. 

It is the first such project in Russia. In its training program are involved representatives of state authorities that are directly participating in designing draft law on cryptocurrency. 

Within the framework of the program P. Livadny made opening remarks, while H.  Neglyad delivered a lecture “On FATF approaches to virtual currencies regulation”.   

The mentioned course was also attended by representatives of the Bank of Russia, Russian Prosecutor General’s Office, Institute of Legislation and Comparative Law under the Government of the Russian Federation, Sberbank of Russia, Binbank, etc..
