Rosfinmonitoring, represented by Deputy Director V. Glotov and Head of Office at the International Relations Department O. Romanova, took part in the regular meeting of the Heads of the CIS working bodies tasked with strengthening cooperation in promoting the rule of law and security, held on 13-14 September. 

During the meeting, participants discussed the priority issues of interagency cooperation in combating contemporary challenges and threats to global and regional stability, including promoting cooperation between CIS law enforcement and security agencies in executing international search warrens.

In addition, participants discussed cooperation in combating terrorism and extremism in the context of the implementation of the CIS Council of Heads of State decision of September 16, 2016 "On Adapting the Commonwealth of Independent States to Modern Realities".

The discussion ended with the adoption of the appropriate resolutions. In particular, the CIS working bodies tasked with strengthening cooperation in promoting the rule of law and security are urged to promote the practice of mutual participation of their representatives in joint activities (operations, exercises, trainings, etc.). They are also encouraged within their competence to consider the possibility of enhancing the effectiveness of cooperation between the competent authorities of the Commonwealth and CIS law enforcement and security agencies in the field of information exchange and joint action in respect of wanted individuals not subject to any restrain measures, or subject to a restrain measure other than remand in custody, as well as in respect of individuals known for their participation in hostilities as part of terrorist organizations in the territories of third countries.

Along with this, the meeting urged the relevant agencies to consider the possibility of making the information on domestically and internationally wanted individuals available in the Interstate Information Bank, as well as in the databases of the information departments of the CIS competent bodies, available to CIS boarder authorities.

At the end of the meeting, participants decided to hold the next meeting of the Heads of CIS working bodies tasked with strengthening cooperation in promoting the rule of law and security in 2018 at the Secretariat of the CIS Council of Heads of Financial Intelligence Units.

Proposals:

  1. To hold the next meeting of the Heads of the CIS working bodies at the same time with the 11th meeting of the CHFIU (May 2018) in Moscow.
  2. To entrust the organization of the meeting of the Heads of the CIS working bodies  tasked with strengthening cooperation in promoting the rule of law and security in 2018 to the Department of International Relations jointly with ITMCFM.
